ABOUT QRF – USA

The Queen Rania Foundation for Education and Development - USA (QRF USA) was established to support a better future for the next generation in Jordan and the Middle East and North Africa (MENA) region. By improving education, we are making an investment in long-term regional peace, security and prosperity. 

A volunteer-driven nonprofit, QRF USA supports the work of the Queen Rania Foundation for Educationand Development (QRF) based in Jordan to deliver a future where every child in Jordan and the MENA region has access to the quality education they deserve.

Founded by Her Majesty Queen Rania Al Abdullah in 2013, QRF has been at the cutting edge of innovation to improve the education system in Jordan and the MENA region. QRF’s mission is to identify educational gaps, design solutions, and provide data and evidence for decision-making in and beyond the classroom.

Edraak

Edraak is the first not-for-profit Arabic Massive Open Online Course (MOOC) platform in the Arab world. Edraak works to revolutionize the access and delivery of education, in Arabic, across the region to help Arab society fulfill its potential. Its courses include those that are critical to the region: STEM (Science, Technology, Engineering and Math), Entrepreneurship, Employability Skills, Education & Teaching, and Citizenship Education.

The Madrasati initiative was launched by Her Majesty Queen Rania Al Abdullah,  to improve the physical and educational environment of Jordan’s most neglected public schools.

JAMES F. WARREN

Formerly a banker in London, New York and Germany, he has practiced in the United States for more than 25 years at major law firms and most recently as an independent attorney. His legal practice has focused on federal income tax matters, particularly financial products, for banks and financial institutions and also international restructurings and cross-border transactions. He has long experience of tax controversies having represented Freddie Mac for many years in a series of reported cases in the U.S. Tax Court, and has advised leading investment and commercial banks on domestic and international tax planning and compliance.

Dr. Samir n. Khleif

Dr. Khleif’s is recognized as entrepreneurial and pioneer oncologist and cancer scientist, and as institutional and national transformational leader in health care, academia and research.   His leadership roles spanned developing and leading successful and complex trans and inter-disciplinary clinical health care systems, educational and academic, as well as research programs at institutions in the US and internationally. Furthermore, he is a recognized Key Opinion Leader in health care institutional development, healthcare policy, cancer care in low income countries and cancer research.  Dr. Khleif currently serves as the CEO of Evercare Global Cancer Centers and the Director of the Global Cancer Research and Impact Institute. Prior to this, Dr. Khleif, assumed different leadership positions including developing and leading the Georgia Cancer Center for the University System of Georgia, the only State cancer center in Georgia.  Dr. Khleif also served as the CEO/Director General of the King Hussein Cancer Center (KHCC) in Jordan.  Dr. Khleif was detailed by the US Government to develop and lead the only comprehensive cancer center in the Middle East.

EARL F. GLOCK - VICE PRESIDENT

Earl F. Glock is President of O’Connell & Glock, PC law office in Washington, D.C. Earl’s legal practice concentrates on inbound investments for family offices and private clients in real estate, corporate, tax and other commercial and financial matters.  He also represents several foreign embassies in the United States on commercial, sovereign and diplomatic immunity issues. He is admitted to practice before the United States Supreme Court and the highest courts of the District of Columbia, Virginia and Maryland, as well as several U.S. Courts of Appeals and District Courts.  He has been awarded Juris Doctor (J.D.), Master of Science in Foreign Service (M.S.F.S.) and Master of Laws in Taxation (LL.M. in Taxation) degrees by Georgetown University. Earl serves on the Boards of several international charitable and community organizations.

Tax Exemption

Queen Rania Foundation for Education and Development - USA is a Delaware non-stock corporation that has received a ruling from the U.S. Internal Revenue Service that it is a tax-exempt organization under section 501(c)(3) of the Internal Revenue Code of 1986, as amended (the “Code”).  Its E.I. Number is 47-0901904. Donations are tax-deductible to U.S. taxpayers to the extent permitted by section 170 of the Code. 

In accordance with U.S. law, contributions to Queen Rania Foundation for Education and Development - USA are at the disposition of its board of directors.  However, the board will give sympathetic considerations to suggestions and requests by donors that their donations be used to support specific projects being undertaken by the Queen Rania Foundation for Education and Development in Jordan.
